Summary:
Adds a test to the repo that will reinstall the SONiC image using ONIE and then verify that the UUID's of the Sonic Partition has changed.

How did you verify/test it?
Ran the test against the DUT using the t0-8 and the t1-8 topologies. Then afterwards ran the
bgp_facttest to confirm the lab was up and working.Any platform specific information?

Supported testbed topology if it's a new test case?
Should work on any t0 and t1 topologies
Documentation
Updated the main test readme file with an example of how to run the test.

Pylint found no errors and the python file is python3 compatible. Ran pylint with `pylint -E --py3k'
