ptf_runner.yml is suppose to do the copy, do we really need it?

ptf_runner.yml may work with other directory than acsbase. This is needed to run ACL test only with an empty /root directory on ptf. |

@qiluo-msft Few days ago I've created PR with the similar fix. It has additional changes in a template. If it is possible please merge it #356 |
