Fix sonic-ctrmgrd-rs installation for INCLUDE_KUBERNETES condition

Why I did it

Fix sonic-ctrmgrd-rs installation for INCLUDE_KUBERNETES = y condition. Otherwise the package will not be installed, and the python container wait script will break.

This PR itself was not force pushed to master.
However we recently found a credential scanning issue in the commit of "Introducing a new platform for asic clounix", so we squash it with another fixing PR, and rewrite the git history. The details could be found in f168d60.
