Make POI config argument optional for building POI-less workspaces

As pyhf 0.7 will support "poi": "", cabinetry should make the POI config argument optional (setting it to "" is already possible). See scikit-hep/pyhf#1638, also related: scikit-hep/pyhf#1636.
