Fixes #13953.

It is likely worth a quick look over https://matrix.org/blog/2022/06/16/matrix-v-1-3-release#the-full-changelog by a reviewer to make sure that nothing is missed. #13953 also has some cross-links.

Checking the blog post against the linked Synapse issue:

Relax the restrictions on Rich Replies, as per MSC3676. (#1062)

Don't see this. Was this just speccing Synapse's implementation behaviour?

Add support for a new knock_restricted join rule in supported room versions, as per MSC3787. (#1099)

Done in #13084.

Otherwise all of the deprecations and backwards-compatible changes are covered AFAICS.

I haven't fully audited the "spec clarifications"; I'm assuming that anything important enough for HS authors to care about is called out.
