Replaces #31336

As discussed there:

I have discussed with product(and our trust and safety folk) and we would actually prefer to remove the text statuses for this event type all together.
This status message is not useful for the average user. It mainly useful for moderators, as this documentation highlights already use devtools for accessing server acl information, and can see these this information in the timeline anyway by enabling hidden events.

This PR does just that.

The Server ACL statuses are now hidden by default or if you have hidden events tuned on from dev tools you will see the following(and can hit the expand button to see the full event content):
