are there other logging level env vars?

Code interpreting this one expects uppercase only.

we do have something similar:

    "VLLM_USE_MODELSCOPE":
    lambda: os.environ.get("VLLM_USE_MODELSCOPE", "False").lower() == "true",

so this pr looks good to me.
