Tiptap RTE: Unbundled "Rich Text Essentials" - Toggle basics on/off per data type

Description

Fixes #19011, #19756, #19577.

Issues have been raised about disabling/replacing parts of the Rich Text Essentials extension.

By separating out certain parts of the Rich Text Essentials extension, will enable our Tiptap RTE implementation to be much more configurable, however this may come with a perception that the data-type configuration options appear overwhelming.

This pull request may appear large at first, but it also contains a reorganisation effort to place each Tiptap extension into their own feature folder, along with a general code tidy-up.

The native Tiptap extension for StarterKit has been deprecated, (for removal in Umbraco 18), since we no longer use it internally.
I have marked the other Umbraco-specific native Tiptap extensions (that are located in the "external/tiptap" area) as deprecated, as I would like to relocate those to their respective feature folder for Umbraco 18.

There are some other minor amends/tweaks/fixes to improve accessibility and DX.

How to test?

1. Go to a data-type for a Tiptap RTE configuration. Notice all the new checkboxes in the available capabilities field.
2. Select all the capabilities that you would like to test.
3. Navigate to the document that has the Tiptap RTE configured. Do those capabilities work?
4. Try different scenarios, e.g. use the Text Color toolbar button to colorize various text/words. Then in the data-type, disable/uncheck either the "style attributes" or "<span> tags" capabilities. Go back to the RTE, notice that the text colours have been removed.
