Fix bugs:
1. Routes are not resturn from function after conversion.
2. When iterating routes, the code should use dictionary keys.
3. When generate routes for multiple servers testbed, need to iterate routes instead of replacement.

#### What is the motivation for this PR?
Fix bugs:
1. Routes are not resturn from function after conversion.
2. When iterating routes, the code should use dictionary keys.
3. When generate routes for multiple servers testbed, need to iterate routes instead of replacement.

3. iterate routes and update one by one instead of replacement.
