Add testbed_name option when running the generate minigraph playbook

modify and improve config_sonic_basedon_testbed.yml playbook
so now the user could just give a testbed name and to generate config and then save config to SONiC DUT
How did you verify/test it?
Run playbook in my local testbed and it works fine
