This is a backport of sonic-net/sonic-buildimage#24195 to msft-202412
release branch.
- Set maxRpms for DS495SPE PSU
- Gardena: set powerCycleOnDpPowerFail to True
- QuartzDd: Use PMBus instead of GPIO for PSU status
- sku: add platform support for Citrine
- phy: add screaming eagle phy class
- citrine: add screaming eagle phys
