This is a backport of sonic-net/sonic-buildimage#24007 from master to
msft-202412.
- LodogaPrime: fix disabling powerCycleOnCrc
- Lodoga: fix register name
- Add arista chassis uart reset command
- Resolve reload cause related issues
- Moby: force loading of DCDC as PSUs
