On the chance this was directed at me, I'll give an answer. As far as the release process goes: you've made it! When we launch Crystal the navigation2 packages will be a part of that release. Between now and then there will probably be at least one rebuild of most packages, and while package availability in the testing repository may temporarily affect devel and PR jobs, I don't anticipate code changes to downstream packages will be needed.

If you want to try out your packages out before they're released to the main repository, you can replace http://repo.ros2.org/ubuntu/main with http://repo.ros2.org/ubuntu/testingin the instructions from https://index.ros.org/doc/ros2/Linux-Install-Debians/
