Client Data Support

Implementation of the Client Data (RFC)

Relies on an experimental React Router build including remix-run/react-router#11033.

Composed of a handful of original PRs:

• Deprecate DataFunctionArgs #8089
• Restructure client route creation in preparation for client data #8090
• Add support for clientLoader + Fallback #8092
• Add clientAction support #8170

Left in draft state for now while I tackle a few outstanding aspects:

• HMR/HDR battle testing - Support HMR/HDR for Client Data #8189
• Vite support - Support HMR/HDR for Client Data #8189
• Docs updates - Client Data Documentation Updates #8183
• Changesets updates - Client Data Documentation Updates #8183
