Add Issue Tracker Level Filtering

Please describe your feature request:

Right now, we have the ability to limit what gets exported / logged in issue trackers using the allow-list / deny-list options. These filters however apply to both issue trackers and exporters,, making it effectively global. It would be nice to have a more granular tracker level filter that could be applied on top of the global filters making it possible to have output written to say JSONL containing everything, but only have issues logged for medium, high and critical findings.
