I meant a stable branch of the polkadot-evm/frontier repo to match polkadot's stable2409 release, so that we don't accidentally run into any breaking changes if there are any in the polkadot-evm:master branch later on

This PR changed the behavior of eth_subscribe. It is now returning a 16-character subscription ID (e.g. TlCPBeW4fku7BlSo) instead of a 32-byte ID.
