This PR fixes a false positive in the no-loss-of-precision ESLint rule for very small floating-point numbers like 3e-308. The bug occurred because the to_precision function was using a hardcoded .100 format precision, which was insufficient to represent significant digits for numbers with exponents smaller than -100. The fix dynamically computes the required number of fractional digits based on the number's actual exponent.

Changes:

Added fractional_digits_for_precision(num, precision) helper to compute the required decimal digits for very small numbers
Updated to_precision to use the dynamic fractional digit count instead of the hardcoded 100
Added "const x = 3e-308" to the passing test cases to prevent regression
