The job was not started because recent account payments have failed or your spending limit needs to be increased. Please check the 'Billing & plans' section in your settings.

I'm not sure why it would be happend in a public repo.

According to link, GitHub Actions usage is free for standard GitHub-hosted runners in public repositories, or did we missed something?

Free yes, but, other resources used in the Actions workflow (e.g. storage, bandwidth) may incur charges and affect your spending limit.

You may want to check your usage and adjust your spending limit accordingly in the 'Billing & plans' section in your settings.

i have the same problem, i did upgrade to gitHub pro, but the error continue

same here, I have updated my spending limit to $15, but it is not being applied and continues to tell me I need to update my limit. It is as if the server is not recognizing that I am trying to purchase more.

how did you solve it? Did it automatically update after you done the update limit? ive been trying for 3 days with no luck.

I restarted my self hosted runner with

./svc.sh stop
./svc.sh start

GitHub support also asked me to retry.
