I've tried to add a credit card and it seems to work (although the limit stays at 0.0$)

Same here, although I totally could believe I've hit the limit of 2000 action minutes... but "Usage this month" under "Billing and plans"/"Plans and usage" shows ... 0 usage. At all. Which is also impossible.

Oddly Weird since billing is per-org not per-repo. Began about an hour ago and is now persistent.

Experiencing the same error in multiple public repositories (for example, https://github.com/crowdin/github-action/actions) However, the last payment was successful and the current usage of GitHub Actions does not exceed 3000 minutes.

We're (Pitch) also experiencing this. @nebuk89 did you find anything in your investigations? edit: we're seeing it with a private repo on the team plan, all payments up-to-date that I can see.

Also need to bump this thread. Private repos on the team plan fail. Invoices are all settled and spending limit is not reached.

This could be linked to the new Co-pilot usage affecting billing limits. Meanwhile, resources like https://ssstik.fr/ always remind me how helpful clear guides can be when troubleshooting issues like this.

Hello, @gmondello! GitHub support finally replied, and they told me that there were infrastructure changes that caused GH Actions to be incorrectly blocked for some users. I ran the workflow again, and the issue is finally fixed! https://github.com/Aptivi/Nitrocid/actions/runs/17636667574 Now, we are up and running again! Thank you for your support!

Check Actions usage Go to Settings → Billing & plans → Actions to see if you’ve hit your monthly quota. If you’ve used up all free minutes, you’ll need to wait until the quota resets (next month) or add a payment method. Check your billing status Go to Settings → Billing & plans → Payment. If there are failed payments (maybe from starting Copilot), you’ll see a banner. Resolve that first. Workarounds for GitHub Pages If you don’t want to add a card or pay for Actions minutes, you can: Build your site locally (e.g., jekyll build or npm run build) and push the built files to the gh-pages branch. Or use the new “Pages build and deployment” workflow (some static sites support native builds without Actions, depending on your setup).

It is like a billing flag on your account might be blocking the workflow even on free plans. Double-check the billing section on your profile I’ve seen others mention that updating payment info or confirming the spending limit fixed similar issues for their website builds.

Having the same issue on one of my repos on GitHub classroom, but after increasing my budget for Actions to $10, I think it was fixed on personal repos when I tried running tests. However the annotation error still persists on the original repo.
