update template manifests for fast/stable

Motivation

Regression issue:

• fix RHODS-9627 - rollback label #138
• Add pod anti-affinity to odh-model-controller manifests #115

It was because the template folder was not updated properly so this pr updated manifests template folder.

Test

It is not needed to test because it does not change sources.
