The Kusama/Polkadot runtimes now include version of
pallet_conviction_votingwhose voting extrinsincs now emit events, after paritytech/polkadot-sdk#6544.#179 (Kusama) and #182 (Polkadot) updated the snapshots, this PR removes the now redundant comment.
