[Breaking] Remove incomplete support for GPU instance types in Bottlerocket and Windows nodegroups

Bottlerocket and Windows AMIs do not ship with GPU drivers but eksctl still allows their creation. While the nodes might be able to join the cluster, applications running on those instances will be unable to use GPU-accelerated features.

eksctl should disallow creation of GPU instance types with Bottlerocket and Windows until this feature is supported.

Note to users
The number of users relying on this feature might be very low, as GPU-accelerated features do not work. Any user relying on this incomplete feature should check whether their application workloads are working as intended, and consider migrating to either AmazonLinux2 (that does support GPU instances) or a different instance family.
