Put pipeline scronjob and qa check scripts into git

Related to #2595, we should get the various scronjob scripts and daily production QA scripts into git, either as part of desispec or possibly a separate repo. e.g. one chain of scripts calling scripts is

I agree that it would be nice to version control these. They are quite specialized to NERSC and often to the DESI user at NERSC, so I don't think there is a strong argument for putting them into desispec. What do you think about creating a new repo desidataops, @sbailey? The name was chosen to parallel desisurveyops.
