Use scan_table to apply custom filters

Adds changes from #1140 to #1173

NOTE:

• This PR is literally copying @ayushdg's code from [do-not-merge] Pass additional dnf filters in table_scan  #1140
• Ideally, Add support for custom filters to attempt_predicate_pushdown #1173 will be reviewed/merged first. However, this PR can be used to test integration with scan_table until then.
