Revert `--no-test` workaround

To move the Python 3.13 migration forward past a dependency cycle ( #246 (comment) ), we temporarily disabled the tests ( #246 (comment) ). This was done in PR ( #249 ) with commit: 6bda721

We should revert this once we have what we need for Python 3.13 tests to work here. This can be done with a simple re-render. Filing this issue to track that reversion
