Pull request overview

Updates the Ubuntu on WSL resource links on the WSL landing page to point to the new official documentation site (documentation.ubuntu.com) instead of the previous ReadTheDocs-hosted domain.

Changes:

• Swapped multiple WSL documentation/tutorial URLs from canonical-ubuntu-wsl.readthedocs-hosted.com to documentation.ubuntu.com/wsl/latest/
• Updated the Visual Studio Code tutorial link text to “Develop with Ubuntu on WSL”
