This patch pulls out the three change we had on main that added extra sendable constraints with preconcurrency checks enabled. These aren't sound until swiftlang/swift#77459 ends up in a released compiler, so we can't leave them in place.
This has the effect of reverting #2959, #2955, and #2953.
