Optimize the binary packaging directory structure

Executing the following command will obtain a compressed package containing seata-server and seata-namingserver.
`mvn -Prelease-seata -Dmaven.test.skip=true -Dskip.npm=true -T4C -Dpmd.skip=true clean install -U`

For example, the compressed file name is: apache-seata-2.4.0-incubating-bin.tar.gz. However, the unzipped directory is missing the apache-seata-2.4.0-incubating-bin folder.
