Include custom annotations and labels to all resources created by gha-runner-scale-set chart

Even though we officially only support helm as the installation method, we should provide a mechanism to allow different CD tools such as ArgoCD to be used when installing scale sets.

@rteeling-evernorth did a great job creating PR #3447, eliminating deadlock when uninstalling AutoscalingRunnerSet in ArgoCD. Having that in mind, this PR intends to unblock users that not only use ArgoCD, but maybe other tools that rely on labels and annotations for resource tracking.

This PR makes it easier for those managing installations to add custom labels, allowing for easier querying later.

Additionally, helm version in the chart linting workflow is bumped to 3.17.0, and the kube-score is removed.

If GitHub is now willing to support deployment from GitOps tools like AgoCD, can you PLEASE 🙏 include this one line fix from #3729 as well. FluxCD has no problem deploying ARC except for that one line. It works just fine with the chart if you pull it from the git repo, but if pull it from the OCI repo like the documentation states it fails to deploy because that single line is not sanitized.

If you can just change that one line to bring it in line with every other place where the chart name is referenced it will also fix #3728 and help FluxCD users

@nikola-jokic hi just wonder if it's possible to add this feature to gha-runner-scale-set-controller chart as well?

I want to add some customized annotation to the following resource due to kubectl.kubernetes.io/last-applied-configuration is too long and our argocd failed to sync it. (ref).

however, there is only podAnnotation field in controller charts and it only applies to controller pod. I wish it's possible to add customized annotation to all resources generated by controller charts.
