Description
With #2140, we could at some point in the future allow a way to specify which loads are critical and which aren't for doing the average resilience hours calculation for homes with batteries. Right now we assume every load is critical, but in reality people are likely to want to support refrigerator/lighting (and arguably HVAC depending on type/season). There are probably some nuances like wanting to support some MELs and not others, but allowing some way to specify which loads are critical and which aren't would get you most of the way there.
Our "Partial power outage" issue is also relevant. I don't love that name, really we want to be more in energy conservation mode, but that does mean that we would mark some loads as not being critical along with the proposed HVAC setpoint changes in that issue.
I think we'll want this eventually if we do more analysis on resilience/backup power. We've done this for multiple OCHRE projects at this point.
