Partial power outages

• Control outages of specific end uses from the yml file
  • Idea A. Introduce SystemIdentifier on each PowerOutagePeriod. Then use idref on whatever components are affected by that outage. Or the other way around? PowerOutagePeriod contains multiple idrefs that reference affected components?
  • Idea B. Ability to modify fields in the "Affected By Power Outage" column in this file: https://github.com/NREL/OpenStudio-HPXML/blob/master/HPXMLtoOpenStudio/resources/data/schedules_affected.csv.
• Changing HVAC via setpoint offsets
  • Introduce two new optional arguments (positive or negative doubles):
    • heating setpoint offset
    • cooling setpoint offset
