The macOS 13 runners we used previously are no longer available
cibuildwheel is smart enough to follow our project's python_requires from setup.py and only build on supported Python versions.
The build was failing due to a too old SQLite version.

This PR fixes the CI build of Python wheels that's necessary to release the library.
manylinux2014, since that's only necessary for ancient Linux distros (RHEL 7) that ship SQLite versions too old for GeoDiff anyway.cibuildwheelto a version that supports Python 3.14.
