Closes #2852

Description

This PR updates the API to treat the various statuses as final, and other as intermittent. For example, the transaction_status_change subscription will no longer close the stream upon receiving the PreconfirmationSuccess, it'll do it only for the truly final statuses: Failed, Success, SqueezedOut, PreconfirmationSqueezedOut.

Additionally, it removes thePreconfirmationSqeezedOut variant from the user-facing transaction status types.

I think maybe we should remove PreConfirmationSqueezedOut from the publicly faced TransactionStatus, but still keep it inside of the Preconfirmation and PreconfirmationStatus. Because we need it on PoA, p2p, TxPool, and internal Rust types level, but we don't need it on GraphQl and public Rust types level

In such case, maybe on the API level it should be just SqueezedOut?

Interesting. I guess this is technically true while the block is waiting to be committed.

I guess it's about how much security the submitter wants to inherit. In our system, there are only extreme situations where the pre-confirmation will be a lie--like the block builder crashes before committing.

Also, why doesn't the Preconfirmed have sub-data.

It looks like there are places where the conversions don't allow it. I can't tell if that's a smell or if it's fine:

- If accounts don't have sufficient amounts to cover the transaction
requirements in assets.
- If a constructed transaction breaks the rules defined by consensus
