[CDCSDK] Support streaming a subset of operations (insert, update, delete, truncate)

Description

Presently, CDC only supports streaming all the record types.

PG supports streaming a subset of record types by specifying it in the Publication while creating it using Create Publication.

TODOs once we add the support:

1. Remove unsupported error messages
2. Update PG regress tests (yb_pg_publication.sql) to match upstream publication.sql wherever we've diverged due to this limitation
