Implement paired-crypto-scheme crypto scheme

   This will be a new crypto module supporting a key which consists of two crypto schemes already implemented in crypto module. The implementation work is happening in (this branch)[https://github.com/w3f/substrate/tree/skalman-paired-scheme-crypto].
