🐞 [Bug] Weakened Soul debuff not applied to recipients of Power Word: Shield in 1.6.1

🐞 Bug report - Spell

Casting Power Word: Shield does not give the target the Weakened Soul (6788) debuff on 1.6.1, therefore Power Word: Shield can be cast on the same target indefinitely.

Expected behavior

Casting Power Word: Shield should give the target Weakened Soul.

This has been the case for Power Word: Shield since patch 0.9.0 where the concept was first introduced https://wowpedia.fandom.com/wiki/Patch_0.9#Priest:

Steps to reproduce

1. Create a Priest.
   Max level and learn all spells for convenience.

   .level 59
   .learn all_trainer
   

2. Cast Power Word: Shield on self
3. Notice that there's no Weakened Soul debuff applied.
4. Cast Power Word: Shield as many times as you want
5. Profit
