🐛 [Bug] Infinite Charges and Range for Portable Bronze Mortar

🐛 Bug report

The item Portable Bronze Mortar (ID: 4403) does not consume charges when used.
The item has 8 charges, but usage does not reduce the count. The item can be thrown repeatedly without being consumed.
Additionally, the item can be used at unlimited distances, well beyond intended range.

Expected behavior

Using the Portable Bronze Mortar should consume 1 charge per use.
Once all 8 charges are consumed, the item should disappear from the inventory.
Usage should not be possible at extreme or unrestricted distances.

Steps to reproduce

1. Use .add 4403 (Portable Bronze Mortar)
2. Use the item multiple times on a valid target range & extrem distance - aka non valid target range
3. Observe that the number of charges does not decrease; Mortar functions regardless from the choosen distance
4. Continue using the item indefinitely.
5. Profit
