[doc]Add Text-To-Audio Readme documentation

Purpose

• I added documentation for the Text-To-Audio generation feature [examples/offline_inference/text_to_audio/README.md]to help users understood how to run the inference script.

Test Plan

• Verified the markdown rendering of the new README.
• Validated the CLI arguments against the [text_to_audio.py]
• Executed the documented command to ensure it runs correctly.

Test Result

• The documentation is accurate and easy to follow.
• Successfully generated audio using the command provided in the README
