Test against go 1.17, 1.18 and 1.19 (current last three versions)
Trivial cleanups:
- replace io/ioutil.{Read,Write}File -> os.{Read,Write}File
- go fmt ./...
- uncapitalize error-messages
- gofmt added the new `//go:build` comments that supercedes `// +build`
comments.
