Formats containing GNU modifiers (e.g., %-e in Hungarian DATE_FMT "%Y. %b. %-e., %A, %H:%M:%S %Z") caused the modifier code path to handle all formatting, bypassing ICU locale-aware month/day name substitution. Move localization before modifier detection so both work together correctly. Closes: uutils#11240
