Summary

Lightbar driver is already ported to ROS2, but somehow it is not being called at all in all of the configs in carma-config:
From latest release:

https://github.com/usdot-fhwa-stol/carma-config/blob/carma-system-4.6.0/chrysler_pacifica_ehybrid_s_2019/docker-compose.yml#L97

It needs to use ROS2 launch file.
