Restarting OBS resets input control filter mode to blacklist

Describe the bug
Restarting OBS with a blacklist input control filter resets to a whitelist filter instead

To Reproduce
Using the input-overlay configuration, enabling input control, and setting input control to blacklist, closing and opening OBS again resets the setting to whitelist.

Expected behavior
Setting the input control filter to blacklist should keep the setting as is, even after an OBS restart
