Fixes #1521
This PR fixes the bug where the Constance admin layout broke when only
CONSTANCE_CONFIG was configured. Missing template tags were added so
both CONSTANCE_CONFIG and CONSTANCE_CONFIG_FIELDSETS render correctly.
