Add API to deal with persisting a user's handle in a user's topic at SignUp time

This corresponds to an issue at tq-elastic-ks which calls for a "handle" field and API to be added to ISubjectProxy and affected models. This will also correspond to an issue at tq-portal-ks to grant UX for this change if necessary.
