Base Layer: switch to using `hashicorp/go-azure-sdk`

`hashicorp/go-azure-sdk` includes [a base client for Storage Data Plane](https://github.com/hashicorp/go-azure-sdk/tree/main/sdk/client/dataplane/storage) - as such we should update the Base Layer to use this rather than `Azure/go-autorest`, since `go-autorest` is now end-of-life.
