I am sorry to say this, but this too many different types of changes to the code base for me to properly grasp. I find it difficult to review this PR.
Please split the changes into parts for each type of change. That could be separated commits or separated PR.
For example split all #[cfg(not(feature = "std"))] changes into one commit and all the &(ref x) changed into another commit.

I changed the PR title to better represent the work you did.
fixes `noop_method_call` clippy lint warning.
* Makes that the entrire workspace is checked, but tests too.

_PROST!_ is a [Protocol Buffers](https://developers.google.com/protocol-buffers/) implementation for the [Rust Language](https://www.rust-lang.org/). `prost` generates simple, idiomatic Rust code from `proto2` and `proto3` files.
