chore: bump node.js to 24

• Bump Node.js to 24 since GitHub runner now supports Node.js 24
  • 24 is already adopted by major actions, such as https://github.com/actions/checkout/releases/tag/v5.0.0
  • Note that Node.js 22 is skipped
• TypeScript target is updated to es2024, which is supported by Node.js 24

Thanks for the PR! I feel like it's a bit too early for this, or at least part of it. Most prominently, the tsconfig should keep targeting 2021 or something around that for the time being because the action is used outside of github's runners as well and they typically need a bit of time to catch up.

Thanks :) Merging will be delayed by a few days since i'd like to release this in a new 0.x release but there's still a patch release planned before that.
