Allow an alternate github mirror

Allows use of a github fork of the official repository.
This is really helpful for teachers who might want to make bug fixes or minor modifications.

@elinw Couldn't you alternatively distribute an .swc file? Also couldn't you just use install_course_github()?

You can’t us install_course_github from a repository, just from a single course (like the course I am creating that is not part of a repository).
Also the idea would be that if someone fixes an issue or makes a slight modification they could install the way they usually do from swirl.
It’s not really about creating distributions, it’s about being able to make bug fixes prior to the main repository accepting a bug fix or making a small change like changing the manifest.

Actually now looking at logging, this is really a way that let's you add your own google form or turn on/off logging too.
