Make all type exclude filters package-private

The type exclude filters used by our test slice annotations are a mixture of public and package-private. Ideally they'd either all be public or all be package-private. We need to review them and decide what visibility we want them to have.

It looks like they can all be package-private as none of them are referenced from outside their own package.
