• README: update remote_mihomo_binary_url example to v1.19.2 and add completions example for fish
• Cargo.toml: update deps
• keep Cargo.lock

Additional context

The reason to keep Cargo.lock:

• it's the default Cargo behavior for binaries before rust 1.71
• and Cargo.lock is kept for binaries and libs after rust 1.71: refer to the Rust Blog Change in Guidance on Committing Lockfiles as well as the Cargo Reference Why have Cargo.lock in version control?
